Public sector procurement within the Education and Training sector is largely dominated by the Department for Education (DfE) delivering over £67B to more than 25,000 providers in 2022-23. Of that £7.6B was spent on post 16 and adult skills which includes many independent training providers alongside colleges and universities.
In the last few years we’ve seen a huge increase in the number of commissioners and buyers procuring contracts due to devolution with 13 Combined Authorities in 2024, and a further 4 by 2025, with additional spending powers at a Local Authority level alongside Tier 1 and Prime Providers supply chain opportunities.

In November 2022, the Autumn Statement announced new funding for adult social care of up to £2.8bn in 2023-24 and up to £4.7bn in 2024-25 for commissioners such as NHS, Primary Care Trusts and Local Authorities. In 2023 Local Authorities spent £20.5bn on adult social care in England alone. Further reforms are under way including increasing the Better Care Fund, which will increase from £8.1 billion in 2023 to £8.7 billion in 2024 and includes £1.6bn to improve hospital discharge arrangements.
