Education & Training

Public sector procurement within the Education and Training sector is largely dominated by the Department for Education (DfE) delivering over £67B to more than 25,000 providers in 2022-23. Of that £7.6B was spent on post 16 and adult skills which includes many independent training providers alongside colleges and universities.

In the last few years we’ve seen a huge increase in the number of commissioners and buyers procuring contracts due to devolution with 13 Combined Authorities in 2024, and a further 4 by 2025, with additional spending powers at a Local Authority level alongside Tier 1 and Prime Providers supply chain opportunities.

Employment

This sector is predominantly focused on supporting economically inactive, unemployed and those earning below the living wage towards and into work, alongside careers support for people in work to move into better paid and more secure employment. The sector is closely linked to Education and Training as many people require new and improved skills to achieve higher wages and sustainable employment.

The Department for Work and Pensions (DWP) is the largest government department and procures billions of pounds of employment support contracts every year, predominantly delivered by private businesses and not for profit organisations. Recent initiatives under the Plan for Jobs have included Work and Health Programme, Restart, Youth Offer, Flexible Support Fund, Access to Work, New Enterprise Allowance and Kickstart to name a few. Whilst many of these contracts are multi-million in size they offer considerable supply chain and delivery partner opportunities.

Central government spending is not only through DWP, but there is also the Ministry of Justice (MoJ) and increased localisation of funding so both Local and Combined Authorities have additional buying powers. This means more tenders released and we forecast this growth to continue with new funding streams such as the UK Shared Prosperity Fund (UKSPF) and 4x new Combined Authorities by 2025.
